Debra A. D’Agostino is a Partner with Tully Rinckey PLLC and concentrates her practice in federal sector employment and labor law.

Debra provides representation to federal employees throughout the country in a wide range of personnel matters, including claims related to discrimination, sexual harassment, equal pay, classification, and adverse/disciplinary actions.  She has represented clients at all stages of the administrative process before the Equal Employment Opportunity Commission, Merit Systems Protection Board, and Office of Special Counsel and regularly facilitates successful settlements prior to litigation. 

Debra has significant experience practicing before the Equal Employment Opportunity Commission, the Merit Systems Protection Board, and the Office of Special Counsel.  Additionally, Debra has represented clients in appellate matters before the EEOC’s Office of Federal Operations and the U.S. Courts of Appeals for the Federal and D.C. Circuits.  Debra also has experience practicing before the U.S. Court of Federal Claims and representing D.C. government employees before the D.C. Office of Employee Appeals.

Prior to joining Tully Rinckey, Debra served as an associate with Passman & Kaplan, P.C., a well-known law firm in the D.C. area, where she specialized in providing representation to federal sector employees in issues related to labor and employment law. 

Debra earned her Juris Doctorate with honors from the George Washington University Law School in 2001.  During law school, she served as president of the Law Association for Women and as Chair of the Student Bar Association’s Committee on Discrimination and Harassment. She also served in several clerkships, including for New York State Sen. Charles E. Schumer, where she researched Native American land claims, and for NARAL Pro-Choice America.

In addition to her Juris Doctorate, Debra holds a B.A. in Sociology with a minor in Women’s Studies from New York University.

Debra is currently on the Executive Board of the Metropolitan Washington Area Employment Lawyers Association and a member of the National Employment Lawyer’s Association’s Amicus Committee.  She is admitted to practice in the U.S. Court of Appeals for the District of Columbia Circuit, the U.S. Court of Appeals for the Federal Circuit, and New York State.

In her free time, Debra enjoys amateur boxing, cooking, and D.C.’s favorite pastime - politics.
